　内モンゴル自治区にある国有系鉄鋼工場で人事を担当している友人男性（４０）は最近、多忙を極めている。中国政府が景気刺激策としてスタートさせる大型プロジェクトの一環として、急遽（きゅうきょ）４００人の従業員を新たに募集することになったからだ。

　不景気のさなか、毎月２０００元（約２万６０００円）近くもらえるとあって、希望者が殺到している。「高卒以上、１８歳から２８歳まで、健康な男性、漢族」というのが応募条件だと友人は電話で教えてくれたが、少数民族自治区内の工場なのに、漢族だけが応募できるのが気になった。

　「私たちの都市は漢族の方が圧倒的に多く、工場の従業員は全員漢族だ。モンゴル族を採用すると、文化や生活習慣の違いで管理上、面倒なことになりかねない」と、彼は説明する。

　中国当局が長年進めてきた漢族移住政策により、多くの少数民族居住地域で自治は名ばかりのものとなった。

　中国政府の統計によると、内モンゴル自治区で生活している漢族は現在約２０００万人で、総人口の８割を占める。それに対し、モンゴル族はわずか１７％にすぎない。地元政府の幹部や国有系企業経営者の大半は漢族が占めており、少数民族への差別は当然のように行われているのが実態だ。

　昨年３月のチベット騒乱以後、中国当局は少数民族への愛国主義教育を強化したが、本当に教育しなければならないのは、彼らの不満の原因を作った漢族の幹部たちの方ではないかと思った。（矢板明夫）
